Sanitary Sewer Systems, found in the MDC towns outside of Hartford, use two pipes to keep sewage separate from storm water. The problem is that many of these pipes are more than 100 years old. There are cracks and breaks that let groundwater and storm water infiltrate the sewer pipes. When it rains, the sewer pipes also fill with storm water (or water from sump pumps, downspouts, and illegal drainage connections). When the system reaches capacity, it overflows into our rivers at any of eight Sanitary Sewer Overflows or SSOs in the area to minimize local basement backups and street flooding.
