South Hartford Conveyance and Storage Tunnel

The SHCST is a four mile long deep rock tunnel designed to store excess combined wastewater and storm water during rain events, and then convey the flows to the Hartford Water Pollution Control Facility (HWPCF) for treatment.

MDC is expanding the capacity of the Hartford Water Pollution Control Facility to provide treatment of wet weather flows, up to 200 million gallons a day.

When stormwater overwhelms the MDC’s sewer system, it causes combined sewer overflows into local waterways and backups into neighborhoods and basements.

The Clean Water Project

The Metropolitan District (MDC) manages the Hartford region's drinking water and wastewater systems.  The Clean Water Project is a program that upgrades the MDC's wastewater infrastructure with more than $2 billion of improvements designed to protect the health and safety of citizens during storm events and formally addresses a federal consent decree and a Connecticut DEEP consent order to achieve Federal Clean Water Act goals.
